A native of Prince George County, Mr. Foster served as the Director of Programs for John Randolph Foundation since 2016, managing the Foundation’s Grant Program and Accounting/Finance. Prior to joining the Foundation’s staff, Mr. Foster volunteered on the Foundation’s Board of Trustees for nine years from 2007-2015. His professional experience includes working as a certified public accountant with the firm of Mitchell, Wiggins & Company, Manager of Office and Member Services with Prince George Electric Cooperative, Controller for The Oak, Inc., a regional retailer, and Vice President of Finance and Information Technology for The Bank of Southside Virginia. Mr. Foster served for 12 years on the Prince George County School Board, Rowanty Vocational Technical Center Board, and three years with the Board of Trustees of the Prince George Emergency Crew. He is currently in his 40th year volunteering with Prince George Volunteer Fire Department, just recently serving as the Fire Chief. He is an ordained elder with Gregory Memorial Presbyterian Church where he previously served as Treasurer. Mr. Foster is married with two adult children.

Mallory A. Creech

Mallory joined the Foundation’s team in 2023 as Program Associate, supporting the development, grant, and scholarship programs. Mallory graduated Summa Cum Laude from Liberty University, earning a Bachelor of Science in Elementary Education - Interdisciplinary Studies. Prior to joining the Foundation, she taught 6th grade English at Colonial Heights Middle School. Mallory has lived in the Tri-Cities her entire life, and she looks forward to making a difference in the community. She currently resides in Prince George County with her husband and two sons.

Kyle A. English

Scholarship Program Associate

A lifelong resident of Hopewell, Kyle joined the Foundation as Scholarship Program Associate in 2023. Kyle supports the scholarship and award program by assisting in the implementation and monitoring of the program’s processes and communications and provides information to local school guidance offices, colleges, parents, and students. Kyle is a 2011 graduate of Hopewell High School and was the recipient of the John Randolph Foundation – Ted P. Blanks Scholarship. He is a 2015 graduate of James Madison University, earning a Bachelor of Business Administration. Kyle has a long-standing passion for the youth of Hopewell and the Tri-Cities. He and his wife, Stacey, currently serve as Leader of Youth Services, a volunteer position, at First Baptist Church in Hopewell, VA. He also serves as a statistician for the Hopewell High School Basketball program, a position he has held since 2014.

Bonnie G. Falls

Bonnie Falls joined the Foundation in October of 2007 as the Scholarship Program Officer.  In this role, she oversees the Foundation’s scholarship and educator award programs. In addition, Bonnie works directly with current and prospective donors to meet their philanthropic goals through establishing scholarship and award funds at John Randolph Foundation. She is also responsible for marketing and fundraising events associated with her program area. Before joining the Foundation, Bonnie was the Public Affairs Manager for the Federal Reserve Bank of Richmond where she was employed for over 15 years.

Tammy E. McCollum

Administrative Associate

Tammy McCollum, a life-long resident of Hopewell, has served as the Foundation's Administrative Associate since 2007. Her prior work experience includes emergency room patient registration at John Randolph Medical Center, substitute teaching in Hopewell Schools, and ENT and pediatric medical office management. Her role encompasses a variety of duties from supporting the Executive Director and Board to assistance in the grant, scholarship, development, and youth development programs. She enjoys serving the community in which she lives and participating in events that give back to Hopewell and the Tri-Cities area.
