JRF Board of Trustees

Ronald K. Bullis, Ph.D., M.Div., J.D., L.P.C., President

Dr. Bullis is the Pastor of First Presbyterian Church in Hopewell. He holds a Doctor of Philosophy degree from Virginia Commonwealth University, a Juris Doctorate from Syracuse University, a Master of Divinity from Princeton Theological Seminary, and a Bachelor of Arts from Hartwick College.  Dr. Bullis has served on the JRF Board of Trustees since 1999.

Jerome D. Skaggs, M.D., Vice President

Dr. Skaggs has practiced family medicine in Hopewell since 1964 and is currently with Family Practice Associates of Hopewell.  He earned his A.B. and M.D. from Washington University in St. Louis, Missouri. Dr. Skaggs is very involved with the Lions Club, and he is also a medical missionary.  He has served on the JRF Board of Trustees since 2005.

Marlene G. Goodwyn, Secretary

Mrs. Goodwyn retired in January 2007 as a Supervisory Instructional Systems Specialist after over 35 years at Fort Lee.  She earned a Bachelor of Science degree in Business Education from Virginia State University and is pursuing a Special Master’s Degree from Virginia Commonwealth University customized for the Fort Lee Curriculum Development Center. Mrs. Goodwyn has served on the JRF Board of Trustees since 1996.

James W. Patterson, Sr., Treasurer

Mr. Patterson is retired from Allied Signal, now Honeywell International, after over 33 years of service.  He continues to work part-time for a private security company. He holds a Bachelor of Science degree from Virginia State University. A past councilor, vice mayor and mayor of the City of Hopewell, Mr. Patterson remains involved with many community activities, to include serving as Commissioner of the Hopewell Redevelopment and Housing Authority.  He was appointed to the JRF Board of Trustees in 2006.

Anne Page Henry, Immediate Past President

Mrs. Anne Page Henry is a State Farm Insurance agent with an office in Colonial Heights. She holds a Bachelor of Science degree in Mathematics and Economics from the University of Richmond.  Mrs. Henry has served on the JRF Board of Trustees since 2002.

Ronald L. Caricofe, Trustee

Mr. Caricofe retired in 1995 as Corporate Treasurer and Finance Officer for Joined Concrete Pipe & Products. Co.  He has been a member of the Hopewell School Board for 19 years, serving as chairman for 16 years.  Mr. Caricofe earned his Bachelor's and Master's degrees in Accounting & Finance from Virginia Commonwealth University.  He is a member of the Oak Ridge Academy Board of Visitors and is involved with several other commitments, such as Chairman of the SunTrust Tri-Cities Directors.  Mr. Caricofe was appointed to the JRF Board of Trustees in 2007.

Kevin S. Foster, Trustee

Mr. Foster is a Certified Public Accountant.  He earned a Bachelor of Science degree in Accounting from Virginia Polytechnic Institute.  He is a former trustee of the Prince George Emergency Crew, a 25-year member of the Prince George Fire Department and a member of the Prince George Ruritan Club.  He was appointed to the JRF Board of Trustees in 2007.

Linda E. Hyslop, Trustee

Ms. Hyslop is the Assistant Superintendent for Instruction for Hopewell Public Schools, where she has worked for many years.  She earned a Bachelor of Fine Arts degree from Tulane University and a Master of Education degree from Virginia State University.  Ms. Hyslop is involved with many local civic organizations and activities.  She was appointed to the JRF Board of Trustees in 2006.

D. Paul Karnes, Trustee

Mr. Karnes retired as a Buyer from Hercules, Inc. after 38 years of service.  He has served 16 years as a member of the Hopewell City Council, as well as mayor and vice mayor.  He is a former president of the Hopewell Jaycees, the Kiwanis Club of Hopewell, as well as chairman of the Crater Planning District Commission.  Mr. Karnes is a founding member and president of the Hopewell Twinning Association and is a trustee of the Historic Hopewell Foundation.  He was appointed to the JRF Board of Trustees in 2007.
