Purpose
To promote continuing education by awarding scholarships for any course of study at higher education institutions to students who demonstrate academic achievement, community involvement, and have a focus on the health and welfare of animals. Priority will be given to students pursuing a degree in veterinary medicine, animal science, or a related field.
Background
Jill was born in Pittsburgh, Pennsylvania, and in 1955, her family moved to Hopewell, Virginia, because her father, Jack H. Cramer, worked as a chemical engineer at Allied Chemical. Her mother, Elsie Mae Boyles Cramer, was a homemaker who, starting in the 1970s, served as a church organist at several churches in Hopewell and Enon. Jill and her brother Jack grew up in Hopewell, and both graduated from Hopewell High School.
Jill married an active-duty U.S. Air Force member, Steve Woith, and spent 19 years moving across the country until his retirement in 1992. They settled in Prince George, and she began working and taking classes at John Tyler Community College (now Brightpoint Community College), then at Mary Baldwin College. She graduated from JTCC in May 1998, with an A.A.S. in Accounting, Summa Cum Laude.
Jill worked full-time at Anthem Blue Cross and Blue Shield in Richmond and enrolled in Mary Baldwin College’s Adult Degree Program, taking evening and weekend classes in Richmond and on MBC’s Staunton campus during the summer. She graduated in May 2003 from Mary Baldwin College with a Bachelor of Arts degree with an emphasis in Management, Summa Cum Laude with Distinction.
Jill has always loved animals. Over the past 30+ years, her main focus has been Borzoi dogs. She has enjoyed various canine activities, such as breed AKC conformation classes, lure coursing, and obedience.
The scholarship aims to support educational goals and help individuals launch careers in veterinary medicine, animal science, and care.
Policy
The scholarship program is available to seniors graduating from John Randolph Foundation’s service area who are interested in pursuing a degree in veterinary medicine, animal science, or a related field. Students must be planning to attend a technical/trade school, community college, or two-year or four-year college/university as a full-time or part-time undergraduate student (at least 6 hours per semester).
Scholarship Applicants Must
- Submit a completed John Randolph Foundation Scholarship Application ONLINE to include the required documents, which must be uploaded with the application.
- Demonstrate community involvement, financial need, and.
- Must have a G.P.A. of 3.0 or better on a 4.0 grading scale, or equivalent.

Procedure
The scholarship will be paid directly to the school for current year tuition, fees, books purchased through the institution attended, and on-campus dormitory and meal plan expenses. The scholarship committee will review and evaluate all applications and announce awards each spring. The committee will also review and revise the scholarship policy and criteria, as necessary.

The application and required attachments must be submitted online no later than midnight on February 15. If the above due date falls on a Saturday, Sunday, or a legal holiday, then the deadline becomes the next business day by midnight.
Required Attachments to be uploaded as part of Application process include:
- Academic Transcript(s) (High School or College whichever applies.)
- FAFSA Submission Summary (which includes the Student Aid Index (SAI): formally known as Expected Family Contribution (EFC). SAI is an eligibility index number used to determine federal student aid and is generated from the completed FAFSA Application.
- Two Letters of Recommendation (Current)
Failure to provide any of the above information or documentation by the deadline will disqualify an applicant from consideration for the Jill Cramer Woith Animal Care Endowed Scholarship Fund. The John Randolph Foundation Scholarship Committee reserves the right to interview applicants in the final stages of selection.
The decision of the scholarship committee in all matters regarding scholarships is final. Canvassing a Scholarship Benefactor, any John Randolph Foundation trustee or employee shall result in immediate disqualification. Scholarship awards are subject to the availability of funds and contingent upon acceptance and enrollment in an approved program.
